Default Strange component in series heater chain

Can anyone identify this strange component just removed from the series heater chain in my Arvin 444. The schematic says it should be a 47ohm resistor. It's about 1.5 inches long and it's flexible. It measures open circuit.

When replaced by a 47ohm resistor, the heaters work fine.

It is a flexible resistor, more commonplace in the USA than on these shores.
They can be easily replaced with a conventional resistor of the correct wattage.
