Default A77 weak motors

I've got another A77 here which is kind of perplexing me. The run/start caps are new, new bearings. The motors are really weak especially in REW. They are a bit peculiar in that they don't have the correct wiring colours. They have yellow, green, grey and black. So I don't really know if they are even wired correctly. Anyone come across these?

Dodgy tape can effect REW speeds as you probably know, some decks are especially sensitive.

Not come across your issue.

Andy.
