If we wish to discuss technical aspects of a particular radio set advertised on eBay (rather than whether it's good value, how honest the vendor is, postage charges etc.), can we do that on this forum, or is that still disallowed at present?

That's still disallowed, and will remain so for the forseeable future. "How honest the vendor is" is exactly the sort of discussion that caused the previous issues so we are not going there again.
