How about operating one of the 197kHz sites as a heritage centre/museum? Something along similar lines to a preserved railway... run and maintained by volunteers?

Dafter things have won lottery grants. The maintenance/safety aspects would not be dissimilar to a workiung railway with their bridges and boilers to worry about, versus our tall masts. There certainly won't be any commercial competition for the frequency.

Operation would have to fall to a few hours per day to save power.

I think there are some NZedders doing this sort of thing, and there's Grimeton.
