Default JSF Signal Strength Meter

A friend sent me a picture of this meter.
Must date from at least the mid 1950's
when band 3 transmissions started.
Any idea who JSF were?
The meter would have had a fair bit of use
in the western part of Northern Ireland
prior to the opening of their local transmitters
Divis on Ch1 would have been the one
to aim for there.
Thanks for any info,
Hugh.

Based in Branscombe, a very small village
on the, S. E Devon coast.

Reading the piece it mentions sold
through Viewline sales in Paignton.
Viewline was an early tv cable system
in East Devon, very hilly and several villages
with very bad reception.
