The black holder looks to be a paxolin type, these usually discolour over time due to heat from the valve.
Looking carefully at the pics, it looks like a combination of dust and smoke residue, smoke residue contains carbon, it is conductive. The best thing to clean this would be either IPA or meths.

I don't have a problem spraying under the chassis with WD40, you may need to leave it to soak in for a while , or if you can get it I use diluted Acti wash it's ,powerful stuff, dabbed on with a 1" paint brush ,leave it to do it's work .clean off with warm water in a hand held spray, then left to dry near a heater , picture of an amp I rebuilt some time ago.
