Hi,
Linear halogen lamps of that sort have a small contact at each end which engages with a spring loaded stud in the holder. I've had lots of these that lose their 'springiness' over time due to the heat. The result is an uncertain contact resulting in arcing and crackling. Also, it usually destroys the ceramic cap and the lead-in wire.
1 Kilowatt is quite a bit of energy to force through a small springy stud!

That's a problem I've frequently had with security lights. I've resorted to bending the contact springs inwards.
