A fire on any floor may disrupt the electrical feed to the top mounted lift motor and/or control cables. Hence the advice.

Triggered neon were used as "switch markers" in the crossbar exchanges used by BT in the 70/80's.
if a call failed during set-up in the exchange the path through the exchange was passed to the trigger on each tube and struck the tube, a relay in series with the anode/cathode would then operate and hold until the feed to the neon was removed.
During the power cuts in the 70's when we were all told to save electricity by turning off lights at night it was found the neons failed to strike reliably so the lights had to be left turned on. the locals were not happy .
