Some advice please. Should I replace the soldering iron with a the gun held type that I currently have or go for the straight type for ease of use.

It's a matter of personal preference. I prefer a conventional straight iron.

Managed to get to the local country store and get a soldering iron.
I have disconnected both capacitors and reconnected the 100k resistor. The voltage readings are: Pin 2 19.40 Pin 3 18.80 and Pin 9 1.21 |

Are you absolutely sure there's now nothing connected to pin 9 apart from the 100k resistor?

The two capacitors and the 100K resistor are the only components connected to Pin 9.

It may be an illusion, but it looks like there's a wire bridging the tracks to pins 8 and 9?
The lead to a capacitor?

That is probably where the 100K is connected and the end comes through the board. It not bridged but the tracks are close to each other due to solder. I will clean this up tomorrow to make sure there is more distance between them.

Put a meter on ohms range (power off) across the two tracks. You'll soon see if they're bridging.
A bridge here would explain the low voltage on pin 9.

That's your problem then. Either the wire from R3 100k or a solder bridge.
