There are still a few open wires here & there. I was at a customer last month off Batheaston exchange who was reporting no broadband.
The line tested loop( short circuit/low resistance). It turned out the open wires feeding his property had become tangled together in high winds the previous day. A quick “ scientific “ waggle from a ladder, and service was restored. The only trouble was I didn’t know what to book it off as.
He normally got a good speed on his fibre Broadband too.

The current Openreach policy is that the Dropwire must be replaced if it is defective or obsolete on new installs.
For faults the dropwire does not need to be changed unless it is visibly defective or tests faulty. So eventually they will all get done.
