I have been racking my limited brains on this one, Lots of our products are based on sequencing of one kind or another but even all the vintage stuff has nothing in common with this method of construction i.e. built in a wooden box its always been metal.
I have attached a couple of (bad) pictures of a pre-war design traffic controller of a type in production from 1937 to 1954

The Cam is at the top of the picture and its operated coil energised by a Gas discharge tube conducting at the end of the timing period.

From very early days there has been various methods of co-coordinating groups of signals but again every vintage system I have seen has been in metal not wood.

It's very intriguing all this, isn't it?

I'm thoroughly enjoying seeing this delightful mystery gradually unfolding. This kind of thread is what makes UKVRRR such a fascinating, intelligent forum!

Here's another guess: An add-on to a master-slave clock so you can ring a bell to signal shifts or lessons!

Hi

No idea what it is.

I think its an early thingy, which has had a box built for it much later.

A few observations: -
The relay mechanism looks older than the box
The box is trying to look older than the wiring and chock blocks, but I don't think it is, the carpentry is nice, but not dove tails etc, so I think DIY
Is the 0 - 20 scale in centimetres, so after 1970 ish?
Why put a glass on it, then fit tinted glass
The wires going through the case to the chock blocks have no clamps, very crude.
