Hopefully the photos attached will give you the whole story.

This is a Pye BB2 with what I assume is a BSR Monarch UA8 deck.

78s and 12" LPs play fine, but 7" 45s slip as the centre plastic bush lifts them slightly above the mat's surface.If I remove the bush (see photo) they are fine....

The mat is not on the wrong way round.....

No, that is not the BSR Monarch UA8 which was a later 4 speed deck.
The photos show a BSR UA6 deck and it looks just as it should. It seens to have taken a long while to clarify this one. It is also the correct deck for most of the Pye BB2 production run. From the late Summer of 1956 they did then fit the UA8.

Is the central disk seated properly? Normally, they're fixed (riveted?) in place AFAIK.

It actually clicks into place with plastic lugs, but I'll check....!

Took me a while to work out "AFASIK"!!!!!!!!

Sorry, I hate those abbreviations too, but when time's short...

The bit is called the "turntable centre dish" and was available as a spare part, so maybe it isn't as permanently fixed as I imagined.

OK - having had another look at it and seen how brittle the original mat is, I think what has happened is that the mat is perished and has become thinner, hence the lack of purchase on the 7" singles. I see that replacement mats are available on eBay for £24.50 and will ask the owner if she wants to buy one - or I may have another mat I can put on top of the original, I guess....

If originalilty or appearance aren't critical black ant-slip drawer liner makes a very effective but inexpensive turntable mat.

As does a 10" dia Pizza base. Can be painted with brown/black emulsion.

I don’t think the plastic bit is ‘supposed’ to come out. I recall the lugs were melted to hold it in place in the turntable. The mat just stretched a little to fit under it. It might be just a little loose and the weight of a 45 may not be enough to hold it down.

It looks like it's fitted with a flip under type cartridge for more modern records, but I would still strongly advise checking the tracking weight with a proper gauge so that she doesn't carve up all her records, as well as damaging the stylus and cartridge.

Don't think that a new mat will make any difference - the centre piece needs to be fixed back on the turntable. It should never have been removed/broken. Araldite would do to stick it back on.
