Components connected to pin 9 should be C4 and R6. What looks like a vacant hole in the track leading to pin 9 may indicate a missing lead or it could be a badly soldered connection. I'll wager it's R6.

The only one that has changed is pin 3 now measuring 16.8mV. The rest are around their initial readings albeit with a little fluctuation.

Left hand bottom corner looks like a bad joint to the print earth.
may account for readings. And the multiple cap could do with soldering properly.
Just to the left of pin 9 is a joint which possibly is R6 but whatever it is its lead needs pushing through the hole and soldering. As has already been mentioned in post 62.
Then you may have voltage on the anode of the triode.

Desoldered that joint and snipped the leg on the resistor and it's reading 2.502k ohms.

2.5k is way too low for R6. Change it for a 220k.

Err... Something's not right here. If R6 was 2.5k and the joint was good there'd be a lot more volts on pin 9.

Colour code of R6 should be red, red, yellow.

R5 is 2.2K to pin 8. we are talking about pin 9 and the hole to the right of it in your photo. R6 should be soldered there.

I agree, but I'm confused as to why the OP both desoldered and snipped the lead of a resistor which wasn't even mentioned.

R5 (red, red, red) is in spec by the way. Refit it.

Sorry I misread the schematic. I didn't realise there was also 2.2k R5. At least it working.

R6 definitely open circuit after snipping leg.

You don't need to snip the leg of a resistor to test whether it's open circuit.
