You need to load a tape, there is a small sensor arm to the left of the erase head. If you
push it in to simulate a tape, then the control will lock in.

Quite possibly similar issue to your TC366 Fast Forward issue due to the horrible Play/RWD/FFD selector switch mechanism where Play, FFD and RWD can be very difficult to stay latched due to mechanical set-up as referenced below. I hate working on that assembly and getting it in and out of the machine.

Had a quick look at one of my TC-399 assemblies that is off the machine, to remind me how the latching is achieved.

The main latching in all 3 modes is done by the upper and lower auto shut off levers.

First photo shows upper lever latched in Rewind and the second photo shows the lower lever latched in Rewind.

Correct latching operation of both levers is dependent upon the "Screw B" adjustment (and also maybe by the "Screws A" adjustment ) as referenced in linked Thread above and detailed in the Service manual.

Would recommend trying to adjust Screw B adjustment first to see if can get Rewind to latch and still latch Play and Fast Forward.

If no good then I think the assembly should be removed (not overly easy) and check the levers are not gummed up by old dried grease and the springs are OK. Also make sure that roller arm is dropping into the cam assembly OK at all positions.

Could just be that it’s sticky grease and needs cleaning.

I had the mechanism stripped down and degreased but still no avail, but the roller showing in davids photo looks a possibility, I'll check it out.
Thanks guys.
