Are the VU meters wagging about on record or resting at zero? Give us all the info you can.

Do you know any history of the unit, such as, was it working OK but suddenly stopped recording ?

Does it erase a previous recording ?

If erase is not working it could be a problem with the Bias Oscillator, which also produces the Record Bias signal that is used to record.
