Cement bonded asbestos fibres quite possibly. Left alone, not much of a hazard, PVA coated even less. If you must drill it or saw it, make sure it's thoroughly damped so no fibres float about.

Contacting the Council will probably open a can of worms with considerable added expense. The PVA path is very safe. J.
