Default Hydra cap 1UF?

In my 1928 3 valver is a large cap marked 1 UF. I cannot fully discharge it, it sticks at 0.4 V. I tested it on my modern component tester and got '15UF ESR 0?' and subbing with a modern 1 UF cap made no change in trying to eliminate a spasmodic burst of oscillation on LW.
