Thank you, David. That's interesting and helpful.
I won't, on reflection , safety earth the secondary negative rail. Only the transformer cores, RFI suppressor case and high-voltage cap cases will be safety earthed, along with any protruding external hardware connected to any of these.

Out of interest, what is the highest voltage that would appear across the isolating transformer insulation if any arbitrary point in the HV generator became earthed?
