Default Realistic DX-402/Sangean ATS505 power issue

I have a Realistic DX-402 which is the same model as the Sangean ATS-505. It's a good receiver, but I have issues with the power staying on.
When I turn it off the display goes to the clock mode and it can't be tuned. However, the receiver is still receiving, and I can still adjust the volume up or down.

I have been through the receiver looking for any obvious issues, but I can't figure it out. Any ideas?
