It's certainly a Philips mechanism. I think it's an older one in that the main control knob comes off as just the knob, rather than with the metal stem as on the EL3302's I am familiar with.

The 'EL3301a-15' manual on the DVD-ROMs from this site essentially covers it, but it has the later motor with the electronic speed control board.
