Please forget what I and others have said about "self starting" it's irrelevant now we know what kind of mechanism it has.
As for the device in the video, it
depends.

You need to check using batteries or a power supply how far the minute hand advances per pulse and also what voltage is required to reliably operate the mechanism.

The EC4 will do 30 and 60 second pulses and there are versions for 24v and 48v
