You can adjust the motor governor weights theres a little screw on the shaft, undo a fraction hold the spindle part that would touch the idler wheel and very slightly a few mm turn the weight bit anti clockwise, tighten that little screw and try the speed, if to slow do the opposite turn couple of mm clockwise .

Avoid oil near the carbon brushes

I am wondering if it was too fast because the OP was running it from a 9 volt battery.
I wonder why it has a governor if it has a variable resistor to adjust the speed.

had a look at it again today and the speed control is now working OK perhaps the weights were stuck ! no great shakes from the volume though

Have you tried a good output cartridge direct to the terminals where the pick-up wires are aka bypassing the fitted cartridge? It could be dead.

John the original cartridge was dead , now I've fitted one of those modern cartridges, the sterio type with the 4 v shaped tags, the volume is about a third it should be , but I'm not bothered too much as I just really wanted to get it working sorry about the slang (shakes) can't remember where I picked it up though bob
