Default Garrard 3000 info needed

I am working on a Garrard 3000 and have a question.

When switched to "Manual" should the arm lift and position itself on the record? it does not. Or is it really a lift and position by hand operation as I suspect?
The user instructions are not clear on this.
The overarm is in the swung in position.
The arm does lift and goes to rest and the motor switches off at the end of the record.

in manual it is a lift and position by hand with auto return at the end of the record
