What is it ? Why is it cool ? Why is it trash ?

Like it says on the tin it's a Sweep Generator.

It generates a radio frequency signal which is swept, ie continuously varied, over a range from say 1 to 2 MHz. It's used to align the intermediate frequency stages of radios.

Whether it's cool or trash I have no idea.
