It's a current transformer for an LF aerial. 75A primary current (the conductor passing through the coil) to 1A through the secondary winding and resistor, developing what looks like will be 80V across it.

I'll bet that resistor has been chosen to give as near as dammit 1Volt / Ampere. Those CTs are very much in use today.

I doubt that particular type is still available, having been superseded by the likes of Pearson C/Ts (a U. S. company) amongst others.

It was wired in when I got it, I have it complete with ceramic insulator and Inductor coil. What is its value ?

75:1 of course! Oh... You mean its monetary value? Don't know. It looks like it has been purloined from its original use and had become part of an amateur radio station.
It's still a practical working device (insofar an Avometer is in the world of Flukes) but is only really of use to those who transmit on LF or, perhaps, the lower HF bands. I can't say what particular frequency that type will work up to accurately as I haven't experimented with a similar one.
