I would have thought the HT supply would be fairly safe as even a large error is not going to cause immediate destruction.

LT supplies are as dangerous as the source voltage which means a transformer and loads of smoothing can be safer than a modern regulator chip which must be supplied with a much higher voltage. The problem with series regulators is that they can fail short-circuit hence the crow-bar circuit is essential.
