This is quite common.

If you have a mast in a useful location, it makes sense to keep it there when the original facility closes.

One major reason is that it already has planning permission, which can be difficult to obtain for a new site in a pristine piece of countryside. And with one mast there already, permission to add more is much easiier to obtain.

Re-purposing a site with an existing mast for modern communications can be quite lucrative.
