I doubt it - it'd be less than a watt.

Obligatory parking lights up to 1960's used at least a 2 watt bulb - they had to be bright enough to penetrate the town smogs before clean air acts kicked in and coal-burning in the winter lessened.

What we really need, is an Ever Ready catalogue featuring this lamp!

Is it waterproof? I seem to recall something similar being available in the early 1970's to fasten on to lifejackets as used in lifeboats.

The Life Jacket Lights I recall, were a single can that screwed together containing a U2 Battery connected buy a short lead with a wonder plug on one end, and on the other end was a large crocodile Clip fitted to a waterproof enclosure containing a torch bulb.
When I was a kid, these were often seen for sale on a stool in London's, Ridley Rd Market ! Of all places . Ridley Rd Market was Mr Sugars old stomping ground.

Unlikely to be intended for a lifejacket IMHO, such lights were invariably plain white, flashing in some examples.

I have a 1990s life jacket lamp.
I have not seen it for a few years.
It is a strong plastic case with a red top that screws on with a strong "O" seal and has a zenon flasher powered by a single "D" cell in it.
