Would this be any use to convert 625 PAL to 405 System A and does it have built in modulators? Thanks

Not familiar with this particular unit but for many years S&W have only made (and still make) high end broadcast grade kit. I can't imagine that anything they do is 405 capable by design. Because 625>405 conversion is technically trivial compared to what S&W converters are capable of I'm sure one of their designers could re-program the firmware to do 405 out but we're talking about VERY complex bits of equipment. Definitely not amateur hacking territory.
Certainly no modulators. |

Hmm, I might have been involved in the design of this (I can't recall all the model numbers but I was definitely involved in the 9900 series ...). Definitely no modulators and no 405 line output. PAL & NTSC at 525/625 and 60/50Hz. Handles horrid U-Matic inputs pretty well - I spent a long time on that.
