Hi,
You can often find telephone parts in the Collectables - Radio/Television/Telephony section of eBay.

A linesmans telephone 286a is a test instrument designed for fault finding on telephone line and I suspect would not provide you with line conditions for testing another telephone instrument.
For instrument testing you could try obtaining a PELS (Portable Exchange Line Simulator) but these don't seem to be readily available and may be a tad expensive unless you intend testing a large number of phones.

Some time ago I designed a two - way intercom system using standard telephones which, although basic, could be pressed in to use for testing - feel free to PM me if you require details.

A Linesman's Telephone 704, along with either an old master-box or ADSL filter with the plug chopped off and the wires connected to the telephone terminals, would do the job admirably.

It's what I use. This instrument will not only ring your telephone, but will provide a powered speech-path to the instrument under test.

As a footnote to this thread I've just acquired a TMA 7214 706 style phone that has internals that look identical to this one. It had a BT plug already fitted and works perfectly on my line.... I'm about 2km from the exchange and get a strong dial tone and speech volume is the same as other phones I have.

As the internals are more like a 746 and it has the later style bell coil when would you estimate it was actually manufactured?

I've now done some more research on my TMA7214 and can report it appears to have been made in 1979 which is strange as general production of 706 style phones finished over 10 years previously. The chassis is unlike any other 706 I've seen... it's plastic but not made from the same pressing as the standard mark 1 706. Mine also has a regulator wired in (possibly added later) between T1 & T10. This one is wired as follows:

Red - T8
Blue - T6
White - T17
Green - T12
Strapped - T5 to T6, T8 to T9, T16 to T17, T17 to T18, T18 to T19
