Default 'Green spot' military spec

Does anyone know the origin of the term 'Green spot' when applied to military equipment?

I am well acquainted with 'Green spot' target ammunition (highest consistency of quality control and accuracy in batch testing), but is this the same criterion for 'green spot' valves?

... and why 'Green spot' - why not 'sky blue pink' spot?
