The heptode section of the ECH81 acts as a simple IF amplifier on VHF, so it must be working after a fashion. Either the valve could be u/s or a common offender is the screen feed resistor going high or open circuit.

Another common, and sometimes related problem is the decoupling capacitor for the anode/screen of the heptode section. It is very important that this is in good condition for correct VHF operation on some sets.
