When soldering the IC, i bent the pin of IC
without the use of the glue.

Nice one.

I have yet to have one fail after replacing it. The glue I feel IS the issue there.

The glue gets conductive with age and that causes shorts. That's why the hall sensor didn't work. You can watch this youtube video so you can see the problem:
