Thank you everyone for all your help.
I think Mike's explanation is most likely correct in that the tension of the wound spring stops the motor and in this case, the spring has snapped somewhere near the long end. That would still allow the clock to keep accurate time.

I had not seen the video before so thank you.
One of the comments is interesting...... please see attached image.
I will need to check the mechanism first ad replace any missing or broken pin.

My ITR (IBM) master clock is wound by an electric motor which runs continuously - the idea (as I'm sure you know) being that the small mechanical spring keeps it going for an hour or so in case of a power cut.

My motor rotates constantly - I had assumed it wound through a clutch. It certainly groans, moans and bumps from time to time.

When power is resumed it can bring all the slaves back up to the current time as it logs any stoppage time mechanically and catches up at 1 'click' every 2 secs.
