As you state, it looks like a range multiplier for a voltmeter and probably a moving coil type. As to what particular voltmeter it was designed to be used with, I have no idea. However, with the data you provided, I did make some deductions - which might help.

First, a few assumptions:
30 VOLTS: I assume that that is the FSD of the meter when this multiplier is not in use.
1995 OHMS: I assume that that is the resistance of this multiplier.
SCALE READING X2: I assume that when this multiplier is in use, the 30-v. scale then becomes 60-v.

So on that basis, my arithmetic produces:
1. When the meter is on the 30-v. FSD range, the meter's resistance is 1995 Ω.
2. The current drawn by the meter will be 15 mA.
3. The sensitivity of the meter is 67 Ω Ohms per volt.

However, if the 30 VOLTS refers to the 'new' FSD, then the above figures change and a re-calc. is then required.

Hi Gents, probably from a 1960s griffin and George school meter.
This used various shunts and multipliers that fitted on to the meter case.
Meter was scaled 0-15 & 0-150 and was possibly a 10mA movement. 30v would be the FSD with the multiplier fitted.
