Please do NOT forget the series resistance of the meter leads......at low resistance this can be a quite large percentage... my leads measure 0.4 ohms....... I also have a LCR meter but that has 2X leads for each input..this provides the drive voltage on one pair and the reading on the other.... AND these leads are only 10CM. So if you are measuring high tol low value resistors subtract the lead resistance.

Just to round up. Attenuator now fixed as above. The faulty 20 dB section is now fixed. Thank you to all who advised. Thread may be closed
