Roughly speaking when you get a radio, amplifier, whatever -
1) Don't turn it on but take back off and give the insides a good visual inspection. Are there any burnt out or cracked components, wires loose, bulging capacitors etc. 2) That done apply power if mains use a simple lamp limiter, keep finger on off swich. Look for smoke or bad smells. 3) All ok, no bangs etc,still on LL, take voltage readings, they'll be low but if about right.... 4) Apply mains without the LL. As regards safety, at first take voltage reading by clipping on test leads before powering up, if not black test lead of voltmeter on chassis/ground, red test in right hand - left in pocket, on top of head etc. Make a cap discharge lead like this one - https://www.youtube.com/watch?v=gLDCV-n1BDw&t=5s and discharge any big caps before working on radio, then take a voltage reading of the cap/s, if at 0v or 5v ish then your ok to proceed.
