But as Simon stated, his TR130 has ample volume between a third and a half of the control, are you saying that even at full volume it is not loud enough and is also distorted?
If so then you have a fault, if there is ample volume at half setting with no distortion then I would think it was not faulty.

This weekend I replaced three AF117's in an Ever Ready Sky Master. The AF127's are readily available on eBay, I paid £7.77 for the three I needed, including postage. I thought that was reasonable.

The replacement process was straightforward, you can read what I did here:

The main thing to be aware of is that the pin-out arrangements on the AF127 is different to the AF117.

Yesterday , the third AF117 failed and I replaced it with a NOS one.
This works but is quieter across the LW than before but no noticeable change on MW. Does it need alignment check now that all three transistors have been replaced ?
I measured the defunct TR3 on my component tester and it gave B=3, Vf=0mV. Not very good .I tried zapping with a 9v battery for 1 second and the readings returned to original ie B=65,Vf= 230mV. I will test again in a week or two. Interesting.
