Looks very much like Cambridge Instruments manufacture though they do usually have their moniker on the dial face.

It's strange it does not have the makers name on it. Perhaps it was supplied to another company to sell under their own name. I used them at work in the 1980's. I bought this one from an Elvaston Rally.
