I could not comment on the Japanese ones in this housing, I don't think I have ever cut one open. But I can say that the American 2N series RF transistors, in the same housing as the AF11x, do get the whiskers too and I have replaced a number of these over the years.

Generally I have found that Japanese RF transistors are fairly reliable, including the germaniums, except perhaps for the vintage silicon types with silver plated lead wires.
