What is the stuff like Veroboard called that has no tracks but only holes with copper spots?

Matrix board doesn't necessarily need the spots.
I like single sided copper clad matrix board- use a vero spot face cutter (or 3mm drill) where a leg pokes through and solder direct ground connections to the plane. Wire up on the back with the component leads or TCW. 26 AWG wirewrap wire is handy for crossovers.

It was for a ribbon cable header so, as I needed it today, scored a veroboard between the holes. Worked fine.
