Default Tool maker for plastic punching

Exploring options for getting a couple of small tools made for repetitive pressing holes through on ABS plastic, My own vice based attempt works but it needs something better than using unhardened steel.

More details would be useful. Size/shape/quantity/tolerances of holes, thickness of material. Is it for production or a one-off?

It is not difficult to case-harden mild steel if you need to.

If circular holes, can you not use a Q-max cutter or a hole saw?
