Default Guestion about flyback damper !

1950 set

When I turn it on,the flyback damper gets a red plate,but when I disconnect the dampers cap from the flyback and turn the set on there is high voltage between the damper cap and the lead from the flyback,but when I disconnect the horizontal output tubes cap and reconnect the dampers,there is slightly more powerful arc between the flyback lead and output tube ?(Visually the flyback looks OK to me)

My question is if the flyback produces AC arcs to dampers cap,those that mean that the flyback is okay,and only the damper is shorted ?
