Default Philips EL3576A problem

Hi all, hopefully someone out there may be able to help with this one. I don't normally do reel to reels, but I recently got this one out to fix. The problem is as follows; The electronics seem fine (hybrid circuit using almost all ACxxx germanium transistors with ECC83+2 EL95's in push pull for audio amp and EM85 for level indication), but when switched to "play" the tape spills after it goes through the pinch roller. This is caused by the take up spool sticking. Now this is driven purely by friction through a felt ring sat on the drive pulley below it. It's as if the felt hasn't enough "grab" to turn the spool. I've tried the obvious like cleaning things but the problem is still there. Once the spool is revolving the problem disappears but doesn't seem to have the inertia to start. Can any of you learned people out there suggest a remedy?
