If, and only if, the appliance is wired between two phases of a three-phase supply.

Parts of the Continent used a three-phase supply of 127 volts (phase to earth), giving 220 volts phase-to-phase. Maybe 140 / 240 supplies were used in some rare industrial applications in the UK?

A fuse in the neutral would create a potential death trap if it failed (or should that be "succeeded" ?)
If I have seen further than others, it is because I was standing on a pile of failed experiments.
