Auctions like this are a lottery. I've bought a number of things from similar events and sometimes I've been lucky, with gear working fine, and other times it's turned out to have parts missing or to have been put away because of a fault. You just never know, and have to bid accordingly.
Incidentally, the HP power meter will be no use without the associated sensor heads, which I hear are fragile and hard to find.
