Quite honestly I wouldn't like to say, it's possible just one valve's heater has blown. It's easy enough to test valve heaters for continuity using a Digital Multimeter (DMM) on ohms range. I'm sure someone could talk you through doing this test if you ask in your original thread.

Replacing valves, lamps and or dropper resistors isn't going to get this radio working, but the fact the speaker crackles is good news.

The bulb won't illuminate unless the valve heaters and the dropper resistors are good, but it doesn't follow that the valve heaters are bad.
