Default Noname two-valve record player query

Hi
I'm involved doing a UY85/UL84 record player using a BSR TC8 turnover cartridge.
It's similar to the Dansette Viva using as few components as you could get away with.
My slightly unusual problem is that there seems to be too much gain! It works, but if the volume is high with no record playing it has a lot of 'here I am' background hiss - not really hum. Also it's loud enough at around a third of the control. I've changed the cathode decoupler and the resistor's OK but there's not much else to go wrong. The voltages are what I'd expect and the smoother's OK. Any ideas, other than to keep the volume low?
