I suppose the priorities afforded to providing good radio or good telly depended on what was available at the time. If viewers in Windermere could receive a decent 405 line signal from Morecambe bay or Winter Hill but only receive a rubbish VHF radio signal, then it would've been more important to provide a decent radio filler and stay with 405 Band I for a bit (no BBC2 of course).
