Gradually increase the brightness with the + button - ISTR these took a while to respond so give it time. You should see something on the screen. Since you've established it's quite happy with no arcing or smoke then leave it on a while. I assume you have CRT heaters and EHT because of the flash on the screen on switching off. This shouldn't be too difficult!
